Your out-of-state per-minute rate is always
State governments provide "in-state" long distance rate protection to phone companies that operate within their state. Texas is a classic example. If you live in Texas and use a standard telephone line to call long distance within Texas, your rate is seven cents per minute. However, if you call from Texas to anywhere else in the lower 48 states, the per minute calling rate is 3.5 cents per minute. California is the only exception. In California, the long distance rate to call in-state and out of state is only
3.5 per minute.
